Could Yuugito contol her tailed beast fully,like bee and Naruto can?If she could,how come she lost to the Zombie duo?

Yes she can, since we see that Naruto couldn't transform without Kurama's consent so Matatabi must be ok with Yugito.

No she couldn't, when she went BM, Nibi wasn't even the size of the Building they were in, normal Nibi is the size of the other Bijuus

there is a difference between entering bijuu mode and be friend with bijuu (to be perfect jinchuriki )
She could enter bijuu mode(control transformation), but she was not perfect jinchuriki

No, she couldn't...she could turn into a mini Nibi...Like Gaara could in part 1...we don't know if she had a time limit in that form. The way Naruto had when first using BM...so she could have reverted. Another possibility, is that one of the zombie duo manage to draw blood on her before she transformed...then Kakazu survived her long enough for Hidan to do his ritual.
