From the beginning, we only knew about that the last form of Sharingan is 3 Tomoed. Itachi was shown performing the genjutsu as powerful as Tsukuyomi from 3T (which would be later named Tsukuyomi itself as a feat of MS) against the first Kakashi fight.

But Kishi had to expand the plot, so he introduced Mangekyou Sharingan from nowhere.

And now, you see there are already 2 versions of Rinnegan introduced - Spiral and Tomoed.

So do you expect Kishi to pull the Mangekyou Rinnegan concept out of his arse? Well, I'd say yes, because concerning the fact that Sasuke is being nerfed from about many chapter, He'll give the MR to Sasuke.
