Assuming the orb touched him anyway it would drain quite the chakra from Sasuke however nothing is stopping sasuke from absorbing it back.
Even Naruto defeated Toneri with a super mode. Naruto only got caught because he's Naruto and sadly that comes with being reckless and his crush got stolen away from him so he probably wasn't in the best state of mind.
As for Sasuke, I don't think Toneri wants to tangle with a rinnegan user without a tenseigan. And even if he did get the tenseigan he's still inexperienced with it. Literally if Toneri tried to absirb Sasuke's chakra like he did Naruto he would get shinra tensei'd...or have his soul ripped out or get sealed in CT...the list goes on. Naruto is known for holding back not wanting to kill unless he must. Both Naruto and Sasuke are too much for Toneri to ne honest.
I don't know why people think Sasuke just ameno's and kills, Toneri is not by any means weak. However Sasuke won't "solo" him with genjutsu I think the tenseigan is more resilient than that. Although Toneri anskrbing his chakra is possible but it wouldn't be plausible. Especially since Sasuke can actually touch truth seeking balls and not to mentiom susano will prove a honderence especially since Sasuke's susano is by no means slow.
