If a person with a one-tomoe Sharingan got hold of Senju DNA, do you think that it could lead to an incomplete Rinnegan?

Excluding the larger, thicker ripple on edge of the Rinnegan, there are three ripples. Maybe the one tomoe would extend outward to form a circle?

You need to jump from EMS to Rinnegan...

Nice idea, but I don't think so. I believe it was very clearly stated that the Rinnegan is the final stage of evolution of the Sharingan. It would be like jumping from a two tomoe Sharingan to an EMS. It's not possible.

I know the Sharingan devolved from the Rinnegan but where does it actually say that it comes from EMS?

Of course, a 'one ripple Rinnegan' wouldn't have all the abilites, just like a one tomoe Sharingan doesn't.

well....i always have thought that the sage possesed a higher form of rinnegan

and you dont need ems to get rinnegan....you need senju dna and to awaken it.....there has been no proof that a regular sharingan user with senju dna could not get rinnegan......obito has a ms and old madara even said that he could awaken the rinnegan

so simply the only requirement to unlock the rinnegan, is a certain degree of trauma.....as we have seen so far the worse the trauma, the greater level sharingan unlocked.....
