I dont know how you can come to that idea. The reason Uchiha never make an attempt to control any Bijuu bcus they never need them/felt the need. Even Sasuke after gaining MS never think about controlling any Bijuu at first
Controlling a Bijuu is same as creating a Golem/PS/Shinnsuusenju. Uchiha need large amount of chakra to control them. Weak and low chakra level is not sufficient. It demanding.
Not all Uchiha were blessed with Large and strong chakra like Indra's Transmigrant.

3 tomoe suppress bijuu chakra, not control it. the only exception are the people black zetsu tampered with, and mangekyo sharingan users can control them.
