Orochimaru knew her better then anyone. They were teammates.
He said Tsunade is the only one who can give his arms back. This means she can heal the soul.
You can't heal a soul. It's not a physical thing, so it can't be healed.

And if Tsunade can raise the dead and heal souls as you say, why is Hiruzen dead? Nawaki? Dan?

Full or irrelevancy. What does Naruto's sealing technique on the Fox have to do with Tsunade bringing back souls?

By the way, Tsunade uses a Yin seal which creates form, you've said this. However, it doesn't create life. That's what Yang does, so her Soza whatever can't raise the dead.
And where was it stated that Yoza Saisei can even be used on other people?
I was just giving you an example of similarity between techniques. They both have to do because they both come from the same person. Actually, all of them come from the same person if you look at it, the Sage, since he was the first discovering the chakra, how it worked, etc.

Also, regarding a thing you posted. Yes, she can't raise from the dead as she couldn't bring them back. However, you missed a detail. As long as the target is still alive, she is able to create that "nothingness". Orochimaru was still alive back then, that's why she could do it. Nawaki and Dan were dead. Plus, dont you think it would've been a little bit creepy to go and take them out of their grave? :| That was in the if case scenario, of course.
Sozo Saisei reconstructs any damaged limbs. His limbs weren't fully damaged so all she needed was the part of it to reconstruct.
If you look at how it affected Orochimaru, it was like his hands were burning. We don't know if that's for sure a reaction as we don't know how it is to have your soul taken out.
You base it on the DRS and a little bit of logic. I see where you come from, however, it isn't the first thing that left confussion along the plot... And looking at Tsunade's techniques, the targets, properties and such, it wouldn't have been something that out of the ordinary, given Narutoverse.

That's the problem here. Oro's arms didn't suffer any normal injury, the soul in his arms were removed. His arms were DEAD. It is not like merely being burned. Tsunade can't raise the dead. Oro's arms were dead, thus, she couldn't revive arms. End of story.

And really? You really think Tsunade gives a damn about the awkwardness of digging them up if it means bringing them back to life? Come one now...

Also, when I think about it, you guys are partially right. Tsunade could indeed heal Oro's arms, as in, stopped it from decaying. But the arms would still lack the piece of the soul, so he wouldn't be able to use them and they'd just decay again.

Tsunade KNEW what happened to his arms, but she never said she can't heal them.

His arms were sealed tsunade could not repair them unless she was able to bring them back from the Reaper which she can't unless you can post a manga page which states she knows how to bring back souls from RDS.
