Could the hokages and the gokage have done more in the war?

I personally think that if it wasn't for plot, the kages could have ended the war way before things got way out of hand. For instance obito becoming the jinchuriki, the god tree, madara becoming the juubi Jin and Kaguya. I think they could have prevented all of this.

Nope, plot dictates everything. Just take Madara during the war arc, Kishi's pen must have snapped from all the deus ex machina from madara.
