Ethral Transmission technique allows you to travel at light speed....Mangafact
FTG is instant.....
Itachi's water bullet technique(or whatever) is lightning fast...and many more
Feats-
Gai bended space to such a great extend which is only possible at subrelativistic to relativistic speed
Kakashi cut lightning which is atleast Mach 300...in the lowest
Itachi could react to Natural lightning which is Hundreds of times the speed of sound
Naruto's rasenshuriken during Pain arc travelled dozens of kilometers in between one to five seconds from one end of the crater to another
Genin lee broke sound barrier in fifth gate in the chunnin exam
Lel I can bring many more but these are enough....U_U

Minato, Obito, Madara, Sasuke, Kakashi and Naruto have been shown to have reflexes fast enough to dodge/warp/evade something directly in front of them going at high speeds.

Though not every bullet in my opinion can be dodged, just depends on the gun.

I'm pretty sure they throw kunai as fast as bullets. And every shinobi has an over exceptional reaction time. The names you mentioned those guys can dodge it. Diedara explosives fly faster than bullets . Gaaras gourd sand moves faster than bullets diedara was dodging that. I dunno man I most shinobi can dodge a bullet
