Could Shisui surpass Itachi?

If Shisui lived as long as Itachi... could he have possibly been stronger?

We only know a limited amount of information of Shisui, but we do know he

was by far a genjutsu genius among the Uchiha. It would of been awesome if

Shisui also had a Susanoo, considering his genius.

Also, a question for you to think about.

If Shisui got ems, would he be able to use Kotoamatsukami whenever he

would want to? Seems like Shisui at that point would be one of the strongest

shinobi alive, and I'm sad to see how he died awhile ago.

Anyway, back to the question at hand, who do you think is stronger

assuming Shisui had lived as long as Itachi and had a chance to develop his

techniques?

shiusi was older than itachi. shiusi was in his early 20s when he gave itachi his ms, so shiusi was already stronger than itachi

It would depend on how he used Kotoamatsukami. If I had Kotoamatsukami I would use it one of two ways:

1. Use it to take control of powerful shinobi
2. Use it to force powerful shinobi to teach me their techniques

Ether one of these usages could have made him a more dangerous shinobi to contend with than Itachi given enough decades to ether amass a powerful army of shinobi or techniques. But knowing that Shisui was a good guy he probably wouldn't have used Kotoamatsukami that way, so he wouldn't surpass Itachi.
