You're kidding right? Kakashi has pretty big chakra reserves. He can spam Kamui and spam Raikiri without being an Uchiha, or Kurama Cloak, and even more so with it.

He can't really spam Kamui without Kurama, and he mastered Raikiri to the point where it doesn't even take that much chakra to create.
