If he won his battle against naruto in vote2 then yea I think he'd of made his plan come to fruition. I doubt it woulda been successful long term tho. Keeping people in check with fear only works for so long

They were literally sitting ducks.
I doubt Sakura would've stop him, she probably would've had a break done, and he would've left her there over the bodies of naruto, kakashi, Tsuande, and she wouldve truely felt what Sasuke felt all that time ago.
And on top of that him leaving her would make it worst, because she would still love him.
Then Sakura would get stronger, 3 years later, she musters up the courage to face Sasuke, she is a bad ass rouge nin, who quite being a medic and now uses her power to the fullest.
she goes to avenge Naruto, Kakashi, Tsunade and the Kage, they fight for a while, Sakura is definately stronger, but still she can't bring herself to do it. Sasuke corners her, her looks her in the eyes, tension build, and time skip.
Sakura is still a rouge ninja, but this time i tiny raven hair girl is accompanying her. She decided to give up on defeating Sasuke, her main priority now is keeping her away from him.

Yup ofc. Nothing prevents sasuke from confining each village in a wall with a giant perfect susanoo clone overwatching each one. If sasuke relax and leaves for a few years then he would return to drop a indra arrow nuke or some variant. Karin will be his sensor (who has a long life span) to pin point potiental threats and orochi will continue to evolve ninjutsu for sasuke's reign. If sasuke were ever defeated it would take much longer than one arc.
