He recovered it after getting Ashura's chakra which gave him the Rinnegan and brought back it's light. Here Sasuke already has the Rinnegan if he uses Izanagi, he'd lose its light.

Use of Izanagi costs an eye (the one that was used) as stated in the Manga, don't use fanfic mate.
