Based on the rotation concept its simply a matter of:

1) Spinning fast enough
2) Releasing chakra
3) Controlling the rotating chakra

With these 3 concepts im guessing the more chakra you produce, control and rotate determines the size.

With this being said Hiashi and Neji could make a rotation much bigger than they displayed but would that would be based on..

1) Rotation speed
2) Chakra produced

To me its no different than rasengan sizes which is really based on how much chakra you can produce and how much you can control. so to answer your question.

Yes Neji could produce one bigger than Hiashi's biggest rotation in the manga

However, Hiashi's stamina is greater than Neji's so Hiashi could produce one much bigger than him

it is true that Hiashi's stamina is greater, but Neji is more skilled at chakra control. he can mold and release as much Chakra with less stamina needed. meaning he loses less stamina than Hiashi when he perform Rotation.

besides, Hiash's stamina is only greater by 0.5 than Neji's, and Neji's Ninjutsu is only superior by 0.5, that's why I think their Rotations might be equal.

I think that the rotating speed also determines the efficiency of the defense since the Jutsu has only failed when the user didn't spin fast enough, take in example Neji rotation failed against Kyuubi cloaked Naruto, only because Naruto was so fast that he attacked Neji before he even managed to complete his Rotation [ ].

also Neji's Rotation had also failed against the wooden spikes [ ], only because he wasn't able to spin fast enough. and also I think that is because he didn't have much stamina left, since he was fighting in a war day and night, and he is not the type who would love to take a rest.

that's being said, I think that Neji's defense is greater than Hiashi's since he is faster according to the databook, which means that he can rotate faster.

And I agree with the bold, I can't really imagine the size of a rotation of a Hyuga with Sage Mode, I mean if Sage Mode have enhanced Naruto's Rasengan from this

now lets take a look at Hiashi's enormous Rotation

I believe that Neji might be able to perform a Rotation that is the same or near that size.

since Hiashi's databook states when he performed it were:
Ninjutsu : 3.5 , Taijutsu : 4.5 , Speed : 4 , Stamina : 4

and part 2 Neji's states are :
Ninjutsu : 4 , Taijutsu : 4.5 , speed : 4.5 , Stamina : 3.5

and Rotation is a technique where the user is releasing a large amount of chakra. meaning it is more like Nin-Taijutsu

in order to perform the Jutsu, you need to build up Chakra, and the Chakra is released when mixing both spiritual energy and physical energy, which are both known collectively as "stamina". then you need to control this Chakra to perform the Jutsu.

sure Neji has less stamina, but then again Neji has a superior Ninjutsu, and chakra control is a Ninjutsu skill. Neji is more skilled in creating and controlling Chakra. meaning he can release as much Chakra even with less stamina

Hiashi's stamina is 4 , which is superior to Neji's by 0.5 . and Neji's Ninjutsu is 4 , which is superior to Hiashi's by 0.5 .that's why I think that their Rotation is equal.

their both Rotations were equal, and they were not near the size of the Rotation that Hiashi performed in part 1. my guess is, that they didn't have enough Stamina to perform a big one, since you know, they were in a war fighting day and night, and some of Neji's Chakra got absorbed by a Zetsu, and even when he was exhausted, .

so yeah , I think if Neji was in his full state with 100% stamina, I think that he would be able to perform a Rotation that is the same or near that size

I mean just look at it, it is even bigger than half a Susanoo in size

if you focused on the size of Hiashi and Madara , you would find that Hiashi's Rotation is bigger than this version of Susanoo

You asked why Hiashi didn't make a rotation as big, and I think your argument as to why has some validity.
However, a bigger rotation could be weaker as the chakra forming it could be stretched out hitting a wider range of small targets. For instance, force of the pt 1 rotation sent shinobi flying back a few feet verses the force of the rotation that sent back a juubi tail back a greater distance. Suggesting that the War Arc had greater strength whereas the part 1 rotation had greater range.
