If we stuck to physics, ANYTHING that touched Neji while he was spinning at full power would have died a horrible death. Also, if we stuck to physiology, a human spinning that fast would be dead when they stop, and they'll stop before you can say 8-Trigrams. I guess that's why the move is so special, even among Hyuga.

Deppends if Neji can rotate long enough for the blast to expire and we are not sure how much and how powerful attack it can block. Going by Wiki , the more chakra released the stronger shield becomes and the size of it, so i think he could.

His Kaiten couldn't survive the impact of a 9 tails chakra enhanced Naruto charge. I'd be hard pressed to believe that he could survive something which has a 5 mile(from memory) destruction release

The fact that he used it is proof enough timing plays no part in it. Rotation is initiated at that point hence Neji's moving. Try and understand the dynamics of an explosion, which doesn't just destroy everything around it but a significant portion of the ground under it's release point.

Where are you getting your numbers (specifically the velocity and radius of Neji's rotation)? Are these values given in the manga or data book?
