Besides, Bijuudama is restricted.

OT: Neji did stop a Juubi chakra arm with Hakkeshou Kaiten and since you've restricted V2 and Bijuudama, he does stand a chance. Keeping his distance with Hakke: Kushou, he could take a few except Gaara, Bee and Naruto.

Ot: I got respect for the nejster and all,I mean in part one he was my fav aside from zabuza.so I think I can fairly say based on his lack of development(thanks kishi) that he can't beat a jin even not perfect.

We saw in his first bout with naruto that even the smallest amount of bijuu chakra can re open the blocked chakra points so his main means of victory is no use. Which would leave him thinking of alternitive ways to fight and due to the hyuga's very specialized style I don't think he has the diversity nessisary.
