Minato's FTG is just an improved version of Tobirama's FTG.

No. Pretty sure that it is a variation of the Summoning Jutsu or Body Flicker. Tobirama's original technique seems to have just been an incredibly explosive burst of speed that makes a person imperceptible to the naked eye. This would be something along the lines of the Body Flicker.

Minato improved the technique by employing the use of special sealing techniques that improved the distance and versatility of the technique. The seals presumably allow him to move over greater distances, move other things (besides himself), maybe increased the speed of the technique, and reduced the amount of chakra needed. Minato's version resembles the Summoning Jutsu in its execution and its overall result, minus the puff of white smoke.

There may be something more to both versions, but I'm fairly certain that none of the S/T techniques thus far in the series originate from Sage Techniques.

^this....and yes Minato has both hirashin and shunshin or body flicker! His base speed alone is incredible....OT no not a sage technique

FTG relates a lot to reverse summoning as well (so OP is right to an extent, it's through when the Pa or Fukaku toad summonded one of Naruto's clone from mount myoboku during the deva pain battle), however there's an obscure formula on Minato's Kunai.

Minato is reknowned to be a child prodigy and his intellect is great.

I'm pretty sure, Naruto could figure out how to do Teleport himself if he thinks deeper into it, doesn't really have time for that at the moment...

OP to answer your question, theres a few factors, Minato have figured it through reverse summoning or Kushina teaching him that or founded a forbidden scroll written by Tobirama? or he could've simply just made the technique out of scratch?

Looks like Kishi might have to cover up the origins of Hirashin as well...

Minato's technique is perfect combination of s/t jutsu plus sealing techs with efficient use of chakra, extremely high speed movement and great accuracy. Not to say it requires very high skills to pull of this kind of combo thats why Minato is a genius born once in generation. :)
