Ehh, highly improbable. Minato would also have gotten an extra 16 years to perfect the Rasengan, be able to look through the Konoha files (due to his Hokage status), and learn secret, powerful, and forbidden techniques. He has the resources to master a lot of jutsus and seals in 16 years. Maybe even teach Naruto the FTG to become an FTG/Rasengan Father/Son tag-team.

However, Tobi has the Rinnegan and the Juubi. If we're talking about the Minato that died 16 years ago, no chance. But Minato with an extra 16 years of training? Probably has a chance, especially with sealing jutsus, and if he was able to maybe find and read a secret note written by Hashirama, regarding important information on Madara, all the Tails, and the Juubi itself.

no it isnt. controlling soemthign with rinnegan chakra rods is far different than simple genjutsu
