As we know now, Shonen Jump forced him to rush the ending once the Kaguya fight began. He had to wrap it up with chapter 700 so there was little space to squeeze the Kaguya fight and Naruto vs Sasuke. Another time he had to rush an arc was the Hidan and Kakuzu arc. Sometime during that arc his editor told him to wrap it up and so he did. He admitted Hidan was supposed to have more techniques and his scythe would split into multiple parts but he had no time for it.
Perhaps the same happened with Kaguya? Maybe she had more techniques and dimensions that never got shown off because of the deadline he had to meet. That could explain why she seemed pretty incompetent and unresourceful despite her infamy.
