Could Kirin only be used once? If so, why?

It was suggested by BZ, because the weather conditions necessary for making another kirin can't be made as easily as the first time.

To put it simply the clouds completely disperse and the air dries so there won't be any conditions for an electric storm after the first use

But can't Sasuke wait for the conditions to be met again? + Amaterasu flames to heat up the atmosphere

That could take some time, too long in normal battle. Sasuke would need water to create new clouds, amaterasu alone won't be enough.

Well it wasn't perfect but he could use what he had to make the conditions favorable. He used kato and itachi's amaterasu to do so.

If Sasuke had time to prep then yes, but look at his battles afterwards. When would he have had the time for the jutsu? Maybe if he were fighting anothe fire style user and they were outside, but I don't recall ever seeing those circumstances. Madara didn't even have to use fires style vs Sasuke if I'm not mistaken.

To be completely honest, I think Kishi made up the weather restriction when he finally used it against Itachi, either that or what he was going to use against Team 7 would be a different jutsu

This. Sasuke took the Kirin Stance, implying he could either do a weakened version, or use it on silent chakra, and he stated he had "options" to destroy all of the land mines Deidara placed. Whether that option was Manda burrowing, or Kirin, we don't know.

It uses too much chakra. So much that Sasuke uses other tech to create an environment where he can cast Kirin easily. But I think he can use it more than once, but that would be a challenge.

I dont think thats kirin he was about to use . even if u dont regard the weather conditions , sasuke needs chidori in his hand first to direct kirin as in this page.
