Of course he can, he is bright, has learn't lots of jutsus and has faced trying times just like sarutobi had. They were considering him for the post of hokage before tsunade recovered so i think he can.

However, I say that over time, Kakashi will surpass him. And Then Sasuke will kill him. And then it will be Naruto + Sakura vs Sasuke. Which, Sakura may have surpassed Tsunade, but still far weaker than her teammates.
