Could kakashi control a tailed beast with his eye

One of the powers of the Mangekyo is that you can control tailed beasts, and Tobi did it with the other one, so I'm inclined to say yes he can.

he cant really use his sharingan to its full potential... so maybe but i think only the really strong uchihas can do this, the only ninja that accomplished this so far are madara and obito

Technically he can because he has MS and he is pretty good at using it, but it will probably take a lot out of him if he can.

Nah just cuz he has MS doesn't mean he has sharingan genjutsu to go with it. Frankly I can only see Madara, Itachi, Sasuke, and maybe Izuna doing it with their eyes.

well, his eyes has the power since tobi did it, but i dont think hes strong enough to do it, or maybe because he isnt an uchiha so he couldnt use obitos eye to its full extent like tobi.

Well Kakashi has shown no genjutsu prowess persay, and Uchiha blood may be required as well, perhaps he could have subtle influence over them but not total control, IMO if controling bijuu with implanted sharingan is possible at all, Kakashi should be able to, he has had 15-20 years experience with it.
