Could Kaguya's revival be the reason why Hamura isn't as famous as Hagoromo?

Since Hagoromo and Hamura defeated the juubi together, but sealed it inside of Hagoromo, which caused him to be revered and known as a God in the Narutoverse, this has left an imbalance in their status with regards to how Hamura isn't known by anyone apart from Naruto, Sasuke and Hagoromo himself (not even Madara or Obito who could read the Uchiha stone monument). This is quite unfair, as they were both (assumed to be) twins and were the first children born with chakra and enough power to defeat the juubi together.

However, could Kishi have purposely left this gap so now that Kaguya is here with the juubi's power included, Hamura could be a major factor in her defeat, leading to him getting a similar status to Hagoromo in the future?

So all shinobi will know Hagoromo as the one who sealed the juubi and put it on the moon, and Hamura as the one who defeated/sealed Kaguya, and possibly made her **** off back to the moon?

Parallel/balance between the two legends would be restored again. Make sense?

Hamura might have a very interesting role equal that of Hagoromo.

Look people did not remember that it was two Twins that fought the Juubi. Over time both brothers achievements and failures were merge into one person a composite of the two, thats why one group would say they follow the SO6P and a noter would say they did not. We now know their were two brothers vs the Juubi and probably after people keep confusing who said what on any given subject. What did Hagoromo say on this? Or was it Hamura that would led to a lot of confusion over time for sure.

Hamura, I am beginning to suspect, founded the Samurai order.

Hagoromo believed piece could be established through a sort of 'spiritual' means. Hamura believed a governmental structure could establish peace. Rather than having one supreme dictator - a group of people dedicated to ensuring the people were see to and justly served would distribute that power more effectively. It is even possible that Kaguya had entrusted him with the operation of the authoritarian structure that had begun to amass under her before she went bonkers and pulled a Palpatine. I imagine it was looking like a good idea - Hagoromo would mentor to the spirit while Hamura would see to the organization structure of decision making.

Before discounting this idea completely - who was it who was called upon to mediate the Kage summit?
