Could Itachi, Sasuke, Shisui, and other Uchiha members capable of Genjutsu beat a Logia user ? Now we all know that Logia cant be attacked except by Haki, or seastone object, but no one ever said anything about mental attacks.

You cant just compare it based on if they have Chakra. They're two different series, so they're naturally incompatible like that. If we were to make them compatible, then everyone would have at least some trace amount of chakra. Hence, why Obito's Tsuki no me technique could affect everyone. Not just shinobi.
