Simple Question. Could Itachi have broken through the edo-tensei if it were not for shisui's mangekyou sharingan?

I really don't see Tsukiyomi would've worked. Kabuto wouldn't have allowed it if it did work. Madara and Hashirama are special cases. Ninja who were only able to resist it slightly were also legendary in strength such as Hanzo.

Itachi is roughly on par with Nagato which is why they were paired together and Nagato could not escape it so I doubt Itachi could either.

It really never ceases to amaze me how overrated Itachi is. Short answer is no absolutely not. Itachi himself explained that he was not in control of his attacks or movements when facing off against Bee and Naruto. If he has no free will over his actions how is he going to miraculously create a shadow clone, then make it Tsukiyomi the original?
