Reasons as to why it would be so ?

Because it takes time to activate Susanoo. Itachi's best reaction was reacting to a dragon moving at the speed of light. Madara did that in 3 chapters after he was introduced into the manga and that's not his best feat.

If Itachi magically and luckily got Susanoo up in time his stamina is not so great while Madara's stamina is the Juubi's stamina which is limitless.
