I mean if Itachi got Sasuke eyes which has Indra chakra and then Itachi got Hashirama and / or Naruto DNA which has Ashura would that allow Itachi to gain Rinnengan?

Naa, you don't need the DNA.
You need the chakra, which lies (not only) within the DNA. It's the easiest way, yes.
But if you think about it, it should also work the same way like Spirit-Obito gave Kakashi his double MS in the fight against Kaguya. There is no DNA required to create a doujutsu.
He had Ashura-chakra within his DNA, but no Ashura-DNA. It seems that the transmigration ends as soon as the transmigrant dies. So when Hashirama died, Ashura's chakra left his body and moved on.
Not sure how it works with Madara, because he died and came back to life with Izanagi. It seems that Indra's chakra stayed with Madara, or came back to him after he revived himself.
Next thing is, we know that Madara lived longer than Hashirama.
Hashirama died in a war, before he got old.. because Tobirama became the second Hokage when he was not old either. It seems that Madara had luck, that he implanted Hashirama's flesh into his own body in time, before Ashura's chakra left Hashirama's DNA.
I think if itachi truly was the evil guy we thought he was he could've surpassed madara. But then he wouldn't be my favorite character. He could've easily had gotten Sasuke's eyes and find a way to get hashirama or narutos dna and solve his low chakra problem along with getting rinnegan and maybe even become a jinchuriki.

Despite having Sasuke's eyes (Indra), he will still need Naruto's (Ashura) chakra and DNA to awaken it. Plus, Madara didn't awaken it until he was of old age and near death. It's already been explained and thus debunking the whole concept of Uchiha DNA + Senju DNA = Rinnegan

I dont see why not if he has indra and ashuras chakra, but his rinnegan would most likely be weaker or less potent because he isnt an actual reincarnation
