The Rinnegan was a mutation born as a result of the Sharingan and Byakugan's genes fusing?

Genetics aren't consistent so it would have to mean that at all.

Its not a mutation, if Sharingan evolves by combining Senju DNA into the Rinnegan. Byakugan is unexplained however.

Maybe the sage was born with the genes to unlock Sharingan and his bro had the genes for Byakugan. It would explain why the Byakugan doesn't evolve?

I didn't really expand well enough...

After Indra was born, the genes would have then mutated once more back into the Sharingan, except as an "incomplete" doujutsu that could be re-completed with Ashura's chakra and as we now know, it's Indra + Ashura's chakra = Rinnegan.
