Remember when Akagami damaged the WB's ship with CotSK. Could it be that when Dragon cleared/made a road for the civilians at Grey Terminal by "getting rid" of the fire. He used CoSK and not a DF ability.
And as for the lightning strike and gust of wind which saved Mugi. Remember when Roger was confronted by Shiki (this part is canon)? During their battle, a storm came about and saved the Roger pirates. So could this perhaps be fate. As reference to the elder at Amazon Lily who asked herself what do the heavens want with him (IIRC).
And if so, it just shows that there is way more potential for CotSK than just KO'ing people.
