It doesn't matter how long ago it was. If it's a saying in the manga then it's still a saying. When the 3rd raikage was introduced, people started to put there own bias on the whole thing and favor the raikage over the hokage.

Introduced or not, His statement stands untill we see Edo hiruzen in action or someone actually corrects him later on in part 2.

As for your question, It's simply impossible to judge based on the little we've seen on him, Back in part one, Even in his old weak assed state, he still had the Rep of being stronger than A/Onoki and the other kages.

Also even in his old state, the databooks claimed that Oro and Hiruzen were evenly matched.

We havn't even seen if kishi has followed through with Enma's mythology of him having his own KKG (cloud release) meaning he also has his own Two elements and so on. If he has, Enma will be a beast of a summon combine with his Pole form and about 72 other transformations.
