I'd guess that the 2nd Hokage had better water jutsu as Kishimoto may not want to make the 2nd Hokage so weak compared to his brother (1st Hokage).

1st Hokage could have at least Kakashi level water jutsu.

Yes. Hashirama can use mokuton on a greater scale than Edo Madara as well, because Hashirama has his necklace in addition to his DNA whereas Edo Madara only has Hashirama's DNA (excluding Edo Madara's infinite chakra pool).
