No they're not the databook refers to physical stamina look at rock Lee's it reads 5. Now do you have something to substantiate your claim instead of opinion spiritual energy can't be increased stamina can.
Also the stat would read chakra not stamina if it was as you say it is. Furthermore being a component of something doesn't make it the same thing.
