Well its remotely possible......but i VERY highly doubt he can see from the eyes in his arm. If he can, i doubt he does, as that would just be a sensory overload, unless you trained everyday to use it(which im sure he didnt, as he kept his arm locked up)

As rinnegan, uses a much wider range of vision(so many more angles possible) even IF he could see out of his eyes in his arm, and IF he could handle and process the sensory information, his field of vision would still NOT be on par with the rinnegan paths. It might be comparable to the byuakugan in closer range though.
