[Theory] Could Danzo of used Shisui's against Itachi?

It is true Danzo just stole Shisui's eye, but that doesnt mean he couldnt use it right away.

What if Danzo used the eye right off the bat to control Itachi and get him to kill his own village.

Just a random thought, I cant think of a reason of how it couldnt be possible. Would explain a few things.
