We don't know his limits but Jimbe one shotted Moriah.Where as, he took multiple hits from nightmare Luffy and kept fighting. That said, it's safe to assume that he is much weaker than pre skip Jimbe which would put him beneath current Luffy.

I know what you mean about the Haki not being colored at that time.. but either way, I would guess that Luffy's current Haki is stronger.

I don't think something like G2 luffy with haki would be able to beat him.

Current luffy still has better control after training
like LBeezy said plus G4 seems to have more power I'm sure he could've taken out oars alone
