Whenever summoning Gamabunta is brought up, you have to remember how Gamabunta acts. He's not overly fond of Naruto, especially in part 1, and wouldn't bother helping him for anything less than Shukaku. He would take one look at Lee, then say "No, **** you, I'm out".

contrary to the popular opinion in this thread, i believe he can. 1T Naruto wasn't nearly as fast as Shomon Lee + Lee was moving faster than Gaara's sand could move to protect him in that state, and it worked under the same principles as 1T Naruto's cloak. 1T Naruto has to be able to touch Lee first before he can do anything to him first.
