He will easily surpass Naruto. The story is a generation series about the newer surpassing the old. If you look correctly you'll find one of the interviews he did for SJ and he explained how he meant for Naruto to surpass Minato and Sasuke surpass Itachi because that's what his series is about.

The possibility is there, he technically is born from the eyes and body of the sage so there's definitely a certain potential he possesses that Naruto doesn't. Kishi could easily use some ass pull and give him byakugan thru some sort of awakening and easily have him on par or above Naruto when he was his age. I think just based off of lineage that bolt is gonna be one of the greats, hyuga AND uzumaki is like senju and uchiha, he's bound for greatness.
