Dont compare Chidori to Kirin, Chidori is a jutsu that pierces, so when it comes to direct impact, it focuses on that one spot, while kirin is widespread no focused point.

Of course not. If chidori hurt the 4th Raikage, kirin will most certainly kill him. Now it is debatable if the 3rd Raikage can tank it without serious injuries but the 4th has no chance of surviving. Come on now, kirin obliterated a whole hill.
