Could a Hokage order the killing of a sannin for no reason?

For this scenario, Jiraiya is still alive.

So let's say someone who doesn't like the sannin becomes the Hokage, could he just be like, "Hey Anbu, I want you to kill Jiraiya and Tsunade because I don't like them." Would the anbu follow orders without question?

No, because Anbu are fodder and can't even touch a Sannin.

The sannin are genuises no doubt, but geniuses show up every generation, there might be some boss anbus Kishi never showed us.

Sure. But the Anbu are fodder. They can try. That's about it

If there where any then they all died in the Sound invasion.

And yes, Orochimaru is a Sannin and Hiruzen ordered Anbu to kill him.

The Konoha Council would question it and that'd probably be the only opposition. The Anbu are true ninja, they'd follow orders. Or at least Root would.

Danzo ordered anbu's to assassinate the 3rd hokage theres nothing worse then that and they followed Danzo's orders without a question Lol

Ninja in our history didn't follow orders, they stole from the rich and powerful, not obey them. So, I'll have to ask you what Sasuke asked Hashirama, what is a ninja?

Decisions of killing and imprisoning anyone will always be voted on through a council, be it the head council or the Jounin council. Checks and balances noob so not one person has all the power.

From what I've gathered, they seemed to serve whoever hired them, more akin to Zabuza or Haku. Following one specific line of people such as the Hokage doesn't seem very ninja like.

A ninja is a tool. They hide in the shadows and protect their village no matter what the cost. There are examples of rogue ninjas who were just as true as legitimate ninja. Haku and Kisame namely. A ninja protects what is most important, not just to them, but what is for the greater good.

I thought that was the rogue samurai.

Ok. Hokage pays the ninjas. They get paid for missions. If the Hokage paid them enough to kill them, that's pretty ninja like
