Could a Byakugan user react to Ameno or FTG?

Depends on the user's reflexes, just seeing the attack coming isn't enough.

For example Kaguya was able to dodge Sasuke's ameno.

She's still a Byakugan user, regardless of what allowed her to react. Had the thread asked if the Byakugan could react, that'd be something different.

Well, he didn't react to ameno per se, more like reacted to sasuke's movements a panel after the ameno switch.

Sasuke's Ameno has a split second of opening when he teleports with objects or to a person because he still has to attack afterward.. FTG has seals to it an if this seal is placed on you during combat then it's way more effective then Ameno.. (Minato vs Tobidara/Madara is a prime example)
The Byaku has a better chance at countering or dodging Ameno then it does FTG/w seal on it's enemy because there's less reaction time..
Without the seal for FTG then I'd say both teleporting tech's are about equal when it come to attack so the Byaku should be able to react to both..

Instant when his tech is ready to go, Yes.. But Minato only had problems with JJ opponents as did Sasuke but Sasuke didn't have a teleporting tech like Ameno until the war.. (Making it seem as if it's superior) They're bothe suppose to be instant..

They're instant but FTG has an interval when you throw the kunai like in the scan you posted. If tagged the user can teleport and attack at the same time. Ameno have the same interval when it teleport as seen with Kaguya due to striking speed. But when he teleport something into someone it's instant or when he teleport people into his attacks as well.
