Could 13 Year Old Sasuke Be In The Anbu or Anbu Captain?

To be in anbu you need to be able to spy and to be a cold blooded assassin. Sasuke has none of those feats.
In order to be a captain you need to be exceptionally intelligent in order to be the leader of a team of Anbu, which Sasuke hasnt shown at that age.
Hell he wasnt even a proper leader to Taka, who wasnt even supposed to be as swift and careful as an anbu squad.
In short, 1. maybe, because of sharingan but needed training, especially kenjutsu, and 2. NO.
