Hmmm this depends greatly on their opponent, meaning their ranking should be a function on who you are putting them against. A point blank ranking doesn't make any sense in my opinion. Good effort non the less.

So many people don't comprehend the Manga and make allot of false statements, especially when it comes to Akatsuki Members and how strong they are. Here is the correct Ranking:

1. Tobi Madara Uchiha
X. Itachi and Nagato
4. Orochimaru
5. Sasori
6. Kisame + Samehade
7. Kakuzu
8. Deidara
9. Konan
10. Hidan
11. Zetsu

You're not parallel with what you say. :|

1. You first judge by Stats with what you said as Sasori is better since he has better stats but then cancels your statement with Stats do not measure abilities.

2. Tobi and Madara are different beings. Tobi may be a clone, another person or whatever but he is not the Madara we know.

Sasori is capable of long range fighting, Hiruka (first puppet) would get smashed probably, Kazakage puppet would keep kisame at bay with that iron sand (poisoned aswell, right?) for a good time, Kisame might defeat that aswell but he won't be able to take Sasori's self puppet long range attacks and poison attacks after dealing with the two previous puppets.

1. Rankings are based on stats and abilities, abilities that might not be overal impressive might be extremly useful againt certain opponents. That is the entire idea behind the elemental system.

2. Not getting in Tobi discussion, there is just as much evidence that he is Madara Uchiha as there is for him not being Madara Uchiha.

Samehade only does that in close range, getting closer = risking more accurate (long range) poison attacks. If Kisame gets hit by 1 poison attack he loses and frankly I dare to make the ridicules statement that with 3 different puppets, Sasori will atleast manage to land 1 poison attack on kisame. Kisame's speed is not that impressive.

My prediction:

Right before losing to the 1st Hokage when Madara Uchiha awakened the Rinnegan he used a soul/spirit/mind splitting Jutsu. His soul/spirit/mind eventually found a host body compatible to hold him, this host body is Obito. Tobi = Part of Madara's spirit/soul/mind inside and in control of Obito's body.

both having 35.5 doesn't mean equal in battle, but equal in stats. Both ability types and circumstances matter, fine example is naruto taking down pain. Jiraiya is on the same level as Itachi, but because of the abilities and items Itachi has, Itachi would win.

This is combined Databook and Manga feats. Kisame is a swordman, Samehade is his most important weapon, if that is taken away, 50% of his power is taken away. Deidara and Kakuzu are close, you are right about that.
