Kage Bushin is a jutsu/technique, like all other techniques. It takes practice and refinement to master. Just like rasengan and chidori.

Shadow clones are just copies of he original. Once you learn the justu it is already mastered. The only thing that can be improved is clone timing. The is no difference between kiba clones and naruto clones besides the power they have.

The proctors at the Chunin Exams, Sasuke, Madara, Kaguya, Kakuzu, Yamato, Asuma, Neji, all were surprised/caught off guard by Naruto's shadow clones. They all were certain they could tell fakes from the original. The fact that Naruto can make clones so well indicates that Naruto's clones are made better than your average shinobis.

Naruto just make alot of them so it catch people off guard and he is better with timing his shadow clones than most people. Shadow clones are inconsistent even kakashi was able to to tell naruto clones apart when the did the bell training in the beginning of Shippuden. He was also able to know which clone and the real itachi. It was never stated how people can tell the shadow clones apart from the original but multiple people in the manga have. It seems it is convenient for plot when someone can tell the difference between a shadow clone and it's original.

No, the chakra is identical, and the shadow clone user can choose to split his chakra evenly. This is evident by Naruto VS Neji. The only thing that has seen through them has been Indra transmigrants for whatever reason.
