"Use your individual power" is kind of a vague statement since back then no one had chakra besides Kaguya.
Or is it impossible for the caster to surpass their max chakra lvl?...

Their individual power could simply be them, them themselves.
As their bodies were used to create zestu, aka war devices, aka a form of power.
Each person is an individual(Ofc) and each person has capabilities of power such as spears(ofc).

Aka Kaguya used their power as zestu under her command.
Or, she used their life force, life force is something I think pretty much everyone in NV has naturally regardless of chakra.
Life force is often tied with chakra, such as no chakra = no life = dead.

Not "stronger", their chakra just increases, and as for the castee i guess they get sapped until they become zetsu or something
