Edit: Nagato and Itachi are not technically villains so they are excluded.

Kabuto and Orochimaru-With Orochimaru, even though he's out of the picture (for now ) and seemed like crap compared to Tobi in terms of power, his ass had some pretty good info and now Kabuto is making sure that Tobi knows that and he's picking up from where his master left off.
