As we all see now the beginning of Naruto and Sasukes new power I thought of something. Hagaromo said that the juubi's body was sealed into to him and the mind into his brother.
While this is just a guess I don't think Madara will be able to fully control the Juubi. While he has both the powers it will be too much for him too control much like Kaguya lost control.
The tree has the 9 tomoe rinnegan in the flower just like kaguya and now sasuke. I think hagaromo gave sasuke the ability to inheirit this eye. His rinnegan must be strong enough to hold the mind. Because I think he would have progressed into the regular one anyway. Naruto was given the sage power to strengthen his body and hold the juubi.
While the shinju gave Madara power by absorbing it I don't think it would let madara control the inf Tsukyomi because it wants to act on its own and get chakra back.
