Yea I wasn't really looking at hand seals for this counter mostly just making sure you understood how the different elements and their ranks interacted. The water counter I chose would work from mid range however it would only not work from short range since it would take too long to perform. If you understood everything and have no more questions we can continue

Description:The original version of the Wind Release: Slashing Tornado technique. This technique can be performed by ninja who do not wield the Giant fan but require to make a small 4 sequence of hand seals to perform the technique.
Begin by concentrating your futon chakra and then channel it into the air in front of you. Then begin to build up chakra there, continue to do so until you have a medium amount and then focus the chakra and perform the sequence of four hand seals. As you do so use nature manipulation to change it into wind and then use shape manipulation to begin to rotate the wind and form it into a tornado. Release a tornado of razor sharp winds towards my clone.
Perform The Technique:I build up Fuuton chakra in my body, which I start concentrating and channel it into the surrounding air in front of me. Once done, I build up chakra there, building upto a medium amount of it. I then focus on my chakra, and perform a small string of 4 handseals. Then, I perform nature manipulation on the chakra I've built, to change it into Wind. After that, I perform shape manipulation on it, to form a rotating tornado of razor sharp wind which I direct towards your clone standing mid-range from me. The tornado moves with high speed and inflicts sharp cuts on your clone.
Advantages:
The user can take advantage of the wind surrounding him to perform the technique.
Now, this is razor sharp wind, meaning this inflicts several deep cuts to the opponent.
It is also a tornado, meaning it can be used as a defense mechanism to repel off projectiles as well as offensively, to engulf the opponent in it,inflicting heavy damage to him.
A great combo would be to use a fire tornado, such as this:

Anything nearby is incinerated as the flames erupt upwards.
Not only is the opponent caught in the tornado, this combo would inflict severe burns on him.
Disadvantages:
This requires a string of 4 handseals to perform.
The opponent can split the tornado using Wind Cutter or can use an A-Ranked Earth Wall to block the attack.
Techniques that counter this one:I would go with Wind Release:Wind Return, as I find it the perfect counter, because not only does it split the oncoming tornado into half, but it also sends back the attack with greater power, as the user can channel his own Fuuton chakra into the tornado which was split, i.e.
1)The user splits the tornado into half.
2)Then, he changes the direction of the wind towards the opponent by rotating it by 180 degrees by help of his fuuton chakra.
3)The split winds are weak, however, once they recombine, they're powerful, and they also carry additional power due to the channeling of the Fuuton chakra by the user.
Speed of use: Medium-Fast, I say. This technique takes a little time to perform due to the string of 4 handseals needed, i.e. medium for performing the technique. And fast, when directed towards the opponent.

Description: This technique is used to counter a Wind attack launched against the user. Originally used by Kujaku in conjunction with her sword, the user will need to perform a series of handseals to amplify chakra and then he will split the incoming Wind attack and take control of the whirling vortex thrown at him, in order to re direct it towards the opponent.
Note: It can block only up to B rank wind jutsu.
Focus your futon chakra into the air in front of you and build up a medium amount there. Then perform the necessary handseals(I believe its 5 but it unclear.) and use nature manipulation to form your chakra into wind. Then use shape manipulation to form the wind into a long, thin sort of blade shape vertically. Do so in the path of my wind technique as it approaches you and use your wind to split it around you, leaving you unharmed and manipulate it to send it back at me.

Perform The Technique: I gather Futon chakra in my body, which I then focus it in the air surrounding me, building upto a medium amount. Once done, I bring my hands together and weave 5 handseals, and then I perform nature manipulation on my chakra, to change it into wind. Making my chakra sharp, I perform shape manipulation to form a long and thin vertical blade made up of wind chakra. As I finish up my technique, I launch it onto your wind jutsu, and due to it's sharp, cutting nature, your attack is split into two, after which I rotate it into 180 degrees, changing it's direction and manipulating it to send it back towards you, during which the split winds recombine and have massive power to them.
Advantages:
Is pretty sharp and has the ability to split oncoming wind attacks into two.
As it's sharp, it has great cutting power, and can inflict severe slashes on the opponent(not sure if this is right).
Not only is the oncoming attack split into two, it is also resent at the opponent with greater force and power, acting as an excellent counter to B-Rank wind jutsus.
Disadvantages:
I guess, can only split winds upto B-Rank. A-S Rank winds would overpower it, I believe.
Requires a string of 5 handseals to perform.
Techniques that counter this one: S-Rank wind jutsus would be a nice counter, as they would overwhelm it, as well as damage the opponent. But, I believe, an S-Rank wind jutsu+A-Rank Fire jutsu would be excellent, or if the user doesn't want to spend two moves, an A-Rank Fire jutsu would suffice, like:

When combined with Wind Release: Pressure Damage, this technique is amplified to the point of being able to evaporate a large amount of water in an instant.
Speed of use: Same as before. The string of 5 handseals makes it slow to perform, however, once emitted from the mouth, I believe it travels fast.
You know how this goes so let's get on with it. ^^ I want you to stand somewhere with alot of sand or dust between you and your target and exhale a strong wind gust carrying the sand with it. The added sand makes the attack more damaging and possibly blinding if it gets in the target's eyes. Punish these slackers.

I stand on the beach, near the Peins as I observe them slacking.
I then build up Fuuton chakra in my body, and just before releasing it from my mouth, I shape manipulate it to form a strong gust of wind which I release from my mouth. I then target the gust at the sand surrounding me, which lifts the sand and I re-direct it at the Peins, which blinds their vision.

Not bad. This one's pretty unique. You need to hold out your hand and condense wind in the shape of a large demonic claw extending from your hand. The claw can be controlled and functions just like an actual hand with great strength. Try breaking through this wall. Doton: Doryuheki!

I perform the same technique, as this time I channel Wind chakra towards my target. I then run towards the Pein and outstretch my leg as hard as possible, as I strike a very powerful kick, slicing him and inflicting heavy damage to him.
Ehh not good but not that bad. Now perform 3 handseals and generate a small hurricane that carries your target away as it travels. It's nothing new but it can attack targets from a distance. Find someone surely unprepared for this weather.

Then shoot it at your target with great speed that will result in a powerful impact capable of smashing rock. This jutsu can be executed quickly, allowing for multiple uses in a short time. Find your next victim.

I gather my physical and spiritual energies together and mold raw chakra which has not been yet manipulated, in my body. As I gather raw chakra, I alter it's nature by making it thin and sharp, thereby forming Fuuton chakra. I then channel it to my lungs and perform elemental recomposition, aka nature manipulation on it to form Wind, and I breath Wind out my mouth, towards my palms. I then perform spatial recomposition aka shape manipulation on it, to change the shape of my chakra to form a bright, blue ball of spiralling wind, which I direct at one of the Peins, hitting him and inflicting quite some damage on his body.

I then channel this chakra into my lungs towards my mouth, wherein I perform nature manipulation on it to form Water, and shape manipulation to form a large wave of water, rushing towards the opponent. As the wave is released, I gather Fuuton chakra and channel it towards my lungs as before, and I nature manipulate it to form Wind. And, as I breath Wind, I shape manipulate it to sharpen it and increase it destructive power, by forming a gust which I release from my mouth. The gust combines with the water wave and increases the speed of it's flow, as well as destructive power, washing away the sand castle and the Peins with them, as well as inflicting damage on them.

Just being in close proximity to the technique can cause minor cuts. The wind blades can be created and thrown, like projectiles, in rapid succession, although in this case, each one weaker than the single use application. The technique cannot be blocked by physical weapons and is insanely fast by not relying on the use of Hand seals but, because it still requires the user to perform hand gestures to use and is somewhat visible in the effect it produces, it can still be defended against by using appropriate evasion techniques or fast elemental ninjutsu.
Next, perfoorm the Ram handseal and inhale as you focus fuuton chakra in your lungs. Then exhale the chakra, converting it into a massive amount of wind while applying shape manipulation to compress it until it leaves your mouth, moving at high speed. At that point the wind blast runs wild and rapidly expands to destroy everything in its path due to the great force exerted by the winds, resembling a giant dome after making impact. Here's your target.

For this one you must send wind chakra into your fan and swing it, releasing the chakra as a huge wind gust colored dark by the storm clouds mixed in with it. Manipulate the wind to spin as its released to generate a huge tornado advancing on your target and trapping him inside the vortex. There, the storm clouds that are part of the tornado should discharge lightning bolts at your target, electrocuting him before dropping him to the ground.

Alright. I mold my physical and spiritual energies together and knead chakra. I then, imagine splitting my chakra into two and grinding them together, due to which the chakra fields sharpen one another into fine pieces, making it as thin and sharp as possible forming Fuuton chakra. I then elementally recompose my Fuuton chakra to form sharp Winds, as I materialize them near my fingertips forming sharp arcs of winds, shaped like a longsword, which cut the Pein coming at me, as I release several arcs of wind with my fingertips like bullets, cutting him on several body parts and killing him.

If the user gets caught in it, it will harm him also.
Next, I perform the Ram handseal and inhale, focusing my Fuuton chakra in my lungs. As I do that, I exhale the gathered chakra, elementally recomposing it into a massive amount of Wind, while spatially recomposing it to compress it, until it leaves my mouth. As it is released, it runs as high speed and forms a massive blast running wild, slowly expanding to destroy everything in it's path, resembling a giant dome. One of the Peins is caught in the massive blast as he is thrown away quite some distance.

I gather chakra in my body as I convert my chakra nature into Fuuton by grinding it into fine pieces, channeling my Fuuton chakra into the Great Fan. I then swing the fan with tremendous force, elementally recomposing my chakra into Wind and spatially recomposing it to form a huge gust of wind, as it takes the black colour due to the mixing of the storm clouds present. I manipulate the spinning wind to form a huge tornado that advances towards the Giant headed dog and engulfs it in the vortex. As that happens, the storm clouds release lightning onto the Peins, electrocuting them and dropping them with black smoke engulfing them.
Impressive. Now i want you to wave your hand and create a tornado-like vortex of cutting wind that pulls nearby enemies into it. It's related to the wind blade jutsu you just learned but on a larger scale. Find a tree you can dice up.

Alright. I knead a huge amount of chakra in my body, splitting it into two and grinding them together, as the chakra fields sharpen one another into fine pieces, forming Fuuton chakra. I then wave my hand and elementally recompose my Fuuton chakra to form Wind, and spatially recompose it to form a tornado like vortex of sharp, slashing winds. The force and power of the tornado like wind sucks in the tree and decimates it completely, due to it's sharp nature.

I actually didn't learn the Rasengan, but this is worth a try. I knead chakra in my body, and concentrate a fast, violently spinning sphere of chakra in the palm of my hand, using spatial recomposition to the highest level. I then add my elemental affinity, i.e. Fuuton chakra to my Rasengan, as it becomes more lethal due to the sharp nature of Wind. I then run towards one of the Peins and outstretch my hand, hitting him on the abdomen, as the Rasengan grinds through his body and kills him.

I then take a deep breath and elementally recompose my chakra into Wind chakra and as I exhale the Wind, I spatially recompose it, condensing it to form several small blasts of sharp winds, which have a great piercing ability as well as speed. I target the wind blasts at several Peins, taking them out.
Excellent. Now perform the Rat, Snake, Horse, and Dog handseals. Then take a deep breath and exhale while spinning your body. The wind blown needs to be in the form of a large blade of compressed wind covering a wide area around you. Try it on these guys.

Description: After performing the necessary hand seals Rat → Snake → Horse → Dog, the user takes a deep breath and spins his body around while exhaling, compressing the released air into a solitary blade of wind that covers a substantial area around the user, due to their circular motion. The resulting sharpened blast is large enough to slice through multiple targets located a significant distance from the user, causing grievous injuries to those hit.
Next, create a wind gust ascending into the sky. Then disperse it throughout the sky and manipulate the weather to create dark clouds in storm-like conditions. The clouds should then disappear as a large tornado of slicing wind is created and descends from the sky onto your target, slashing them violently in the vortex. Try it out.

For this one form 7 handseals and create two small tornadoes similar to the other tornado jutsu you've been doing. The first one should trap your target in it and the second should combine with the first into a giant slashing tornado. Punish these guys.

This technique can be performed by ninja who do not wield the Giant fan but require to make a sequence of 7 hand seals to perform the technique.
