I wonder if using Rashomon would work in time to stop the attack.

The S-rank, multiple Rashomon summoning would be more than enough.

Not really sure how to counter such a technique since water and wind would just make things worse.

Zukkoku only evaporates water up to a rank lower (or arguably, equal). Anything stronger should be able to overpower it.
