This theory is completely based on assumption so dont flame me much i just want to share
1. We all knw that Rikidou wanted bring a peace to the world but unable do so
Rikidou had two sons and he choose his younger son for his throne and its started war between his
two sons and their followers.
2. Sage possed greatest occular powers. To eye like his people will do anything obtain it
especially his elder son who wanted a throne for himself
3.Well your both sons start war aganit each other who u going trust with his greatest powers
4. My theory is he divided his occular powers just like he divided bijuus and gave it to bijuus and tell them to gave it a rightious person (naruto)
5. Or sage unable trust anyone hided his occular powers.and oro who wanted obtain knowledge of all ninjutsus somehow discovered it
and need someone elder sons bloodlines to obtain it and thats maybe on the scroll which sasuke going obtain
