So I play a lot of online games, one of them being Runescape. But it lags like hell for me and I've no idea why. Nothing else does. I tested my internet connection, from my rough understanding it seems pretty good but I may be wrong. I'd like a second opinion.

So, my stats for the speed test were as follow: 8 Ping, 13.63 MBps Download Speed and 3.66Mbps Upload Speed.

How good is my connection? Is it possible it's the runescape server and not me that's the problem? Since it's just a shitty pixel game.

From my very hazy memory of 2006, didn't Runescape cache or otherwise store files client-side? I played it without difficulty on a 17kB/s connection (yes k, as in kilo). I had horrific loading times whenever I crossed between zones for the first time but thereafter it wasn't a problem. If that is still the case, there is a possibility that you are constantly requesting the game files from their servers because you have a setting preventing them from being put on your client-side.

Edit:
Taken from the Runescape Wiki
The Jagex cache, also known as the RuneScape cache, is a bundle of files downloaded onto a player's computer the first time they load RuneScape. On all Windows versions it is typically located at %UserProfile%\jagexcache\runescape\LIVE and C:\.jagex_cache_32, or on Linux systems, at /home/user/jagexcache/runescape. It contains models, textures, and maps used in the current client version as well as models and textures for unreleased quests, items, and areas in a compressed form, and native libraries mainly for graphics rendering (OpenGL, DirectX and software modes) and other functions that are not available in pure Java. Its purpose is to allow players to quickly load and play RuneScape. Every time RuneScape is updated, the cache on a player's computer is updated as well to reflect the changes.

There could be numerous reasons for your problem, but this is still good to know I think.

The distance between you and the game server is also a fact here. Your location says Scotland, so you should get decent ping on servers located throughout western europe, judging by your connection quality. Depending on where the game host server is located, that might just be your problem
