Because the second hokage probably knows how to release edo tensei (like madara did) is it possible for him to break from Oro's will? Or does Oro have to give the kages free will (like kabuto did with Madara) for the second to possibly do anything to break the seal?

he needs free will or he's not allowed to break edo tensi even if he knows how. if madara had been under full control he'd be long gone.
